  • Policy on Controllable Property Assets

According to the State of Connecticut Property Control Manual issued by the Office of the State Comptroller, Controllable Property assets must be identified and inventoried on a regular basis.  Controllable Property assets are items with a cost under $1,000 (not tagged by Inventory Control) that have a life of one or more years, may contain sensitive data, and are portable and theft-prone in nature. Examples of Controllable Property assets include: audiovisual equipment, televisions, projectors, communication equipment, cellular phones, data processing equipment, computers (laptops, iPads, Netbooks), computer peripherals, scanners, and cameras.

The University’s policy states that it is the responsibility of the individual departments to identify and inventory Controllable Property assets on a regular basis.  Departments may utilize the KFS Capital Asset Module (CAM) or utilize a departmental inventory tracking system for tracking controllable property.

Procedures and additional information are available on the Accounting Office/Inventory Control website at: http://accountingoffice.uconn.edu/inventoryplant/inventory.html

The Custodian, who is the employee who is in possession of the equipment on a day-to-day basis, has the responsibility to safeguard Controllable Property assets owned by their departments. For example, equipment should be locked in a secured location when unattended, and should be stored in a suitable location.

Additional information regarding the protection of computers and other technology can be found in the Information Security Policy Manual at: http://policy.uconn.edu/wp-content/uploads/sites/243/2015/01/20120516-InfoSecur-manual.pdf. This policy, which applies to all UConn employees, includes important information about access control, responsibilities regarding confidential data, encryption, the use of login names and passwords and more.
