  • 10/1 Competitive Purchasing Threshold Increasing

    Effective Oct. 1, our competitive purchasing threshold is being increased to $25,000 (instead of $10,000). This means that one-time purchases of up to $25,000 can proceed without competitive bidding or a non-competitive purchase justification.

    Any single purchase exceeding $25,000 (or multiple purchases that exceed $25,000 during a fiscal year) will fall into one of the following competitive process categories:

    • RFQ – Request for Quotes ($25,001 - $100,000) – Less formal; doesn’t need to be posted on DAS portal. The requesting department simply requests quotes from at least 3 different suppliers for comparison. The supplier that submits the lowest cost quote is usually chosen. A business justification is required if a higher priced quote is selected.
    • ITB – Invitation to Bid ($100,001 & above) – Posted publicly on DAS portal by Procurement Department. The business is awarded to the lowest qualified bidder.
    • RFP – Request for Proposals ($100,001 & above) – Posted publicly on DAS portal by Procurement Department. The business is awarded to the supplier that the Selection Committee determines best meets UConn Health’s needs, based on pre-established evaluation criteria including cost and other factors.

    If you believe that a purchase of over $25,000 should not be subject to competition, you will need to complete and submit a Non-competitive Purchase Justification form with your PR in HuskyBuy.

    Please note that the Procurement Department is responsible for making the final determination as to whether or not a competitive process is required and what type of competitive process should be used for each purchase.
