  • Executive Vice President for Administration/CFO

    Dear Colleagues,

    I am pleased to announce that the university has appointed Scott A. Jordan to serve as its next Executive Vice President for Administration and Chief Financial Officer following a national search for the position.

    Scott joins UConn after more than two decades in state and local government in the Commonwealth of Massachusetts, where he has served five of the last six governors, most recently as Undersecretary of the Massachusetts Executive Office for Administration and Finance.

    Scott is currently second-in-command of this cabinet-level executive office responsible for budget, finance, taxation and administrative services – including human resources, procurement, collective bargaining, and information technology.

    In Massachusetts, he is responsible for preparation and management of the Commonwealth's $17 billion five-year statewide capital plan, which includes investments in education, clean energy, highways, bridges, public housing, water infrastructure, and information technology.

    He is also responsible for a $2 billion, 10-year capital program for Massachusetts public higher education, providing new and renovated buildings across all 29 campuses statewide.

    In his current role, as well as when he served as the Commonwealth's Director of Debt Finance from 1999-2003, he is responsible for capital finance and the issuance of state debt.  He has pioneered innovative financing programs in the Bay State, managing a public-private-partnership to redevelop U.S. Route 3 from Burlington, Massachusetts to the New Hampshire border and created the Clean Energy Investment Program – which has allowed Massachusetts to "green" its public buildings.

    He previously served as the Executive Director of the Massachusetts Clean Water Trust, which finances more than $300 million per year for water infrastructure projects in Massachusetts, and as Director of Budget and Finance for the City of Lawrence, Massachusetts, where he was responsible for all finance and administrative functions. 

    Scott received his undergraduate degree from UMass-Amherst and a Master in Public Administration from Harvard’s John F. Kennedy School of Government.

    I am very pleased that a leader with Scott’s considerable skills and experience will be joining UConn at this critical time in our history. At UConn, he will oversee the offices of Finance and Budget; Human Resources; Payroll; Capital Projects & Contract Administration; Facilities Operations & Building Services; Planning, Architectural & Engineering Services; Procurement; Public Safety; Treasury Services; Infrastructure Planning and Management; Bursar; Accounting; Accounts Payable; Controller; and Logistics Administration.

    Scott will begin at UConn in early January and will be on campus for meetings in December.
