    Dr. Cartter retired from the State of Connecticut Department of Public Health on July 1, 2022, after 37 years of state service, first as the deputy state epidemiologist and then as the state epidemiologist. He received his medical degree from the University of Rochester School of Medicine in 1980 and his MPH degree from the University of Connecticut in 1996. He is an Adjunct Associate Professor in the Department of Public Health Sciences, University of Connecticut School of Medicine. Dr. Cartter is a past president of the Council of State and Territorial Epidemiologists. He teaches a course on outbreak investigations in the MPH Program at the University of Connecticut. His research interests include the history of epidemics.
