    JOB SUMMARY

    The Office of the Vice President for Research at the University of Connecticut is conducting an internal search for an Associate Vice President for Research/Research Security and Federal Priorities (AVP/RS).   

    Reporting to the Vice President for Research, Innovation, and Entrepreneurship (VPRIE), this full-time management position will be responsible for leading and managing the OVPR’s efforts to address evolving federal priorities and requirements related to research security for UConn Storrs, UConn Health, and regional campuses. In particular, the AVP/RS would be responsible for ensuring the university’s compliance with the National Security Presidential Memorandum (NSPM 33) which requires research institutions with over $50 million in federal research funding to implement a research security program.  The AVP/RS would oversee export control, secure research infrastructure (SRI), controlled and classified research, international research and foreign affiliations, and expanded disclosure and reporting requirements. The AVP/RS would work closely with requisite units within the OVPR including Sponsored Programs, Research Compliance, and Technology Commercialization as well as requisite offices within the University including the Office of the General Counsel, Global Affairs, Office of Compliance and Ethics, Information Technology Services, Tech Park, Office of the Provost and Schools and Colleges.

    DUTIES AND RESPONSIBILITIES 

    Primary duties and responsibilities of this position include:

    • Ensures that the University has a Research Security Program that meets federal requirements and includes appropriate controls and training in cybersecurity, foreign travel, research security, disclosures, and export controls.
    • Certifies and attests to the federal government as required by NSPM 33 that the University has a security program that meets federal requirements.
    • Oversees the OVPR conflict of interest, ensuring reporting and disclosure, reviewing cases involving potential conflicts of interest and conflicts of commitment, supporting the Conflict of Interest Committees, and implementation of conflict of interest management plans.
    • Responsible for the development of policies, processes, and Standard Operating Procedures to assure University compliance with federal and non-federal sponsor regulations related to research security and conflicts of interest.
    • Supervise professional staff in multiple units including Export Control, Research Security, and Conflict of Interest.
    • Interprets federal regulations governing COI and research security, stays apprised of evolving regulations and works with key stakeholders to create or amend institutional policy and practice as needed.
    • Participates in various reporting of international activities to the federal government, ensuring that requirements are met (such as the Higher Education Act Section 117 foreign gift and contract reporting).
    • Serves as the institutional official for the University for export controls.
    • Oversight of export controls, research information security, facility security, and controlled research programs.
    • Advise the VPRIE and University leadership on national trends, regulations, and enforcement activities affecting the research enterprise including those involving international research, foreign activities, disclosure, and research security matters.
    • Collaborate with senior UConn and OVPR leadership to promote international research collaborations in a manner that is consistent with applicable laws, regulations, policies, and guidance.
    • Oversee the development and coordination of education, outreach, and training programs in research security.
    • Conduct risk assessments and continuous monitoring of processes to mitigate research security risks.
    • Effectively participate on relevant committees and University advisory boards that address research security and compliance.  Create, lead and facilitate additional formal cross-university collaborations where they may not currently exist to address issues, align efforts across the University and increase communication and understanding of research security matters.
    • Coordinate with the OVPR and Government Relations to keep state agencies and congressional offices informed as appropriate on federal priorities that align with UConn’s strategic priorities.

    MINIMUM QUALIFICATIONS 

    1. Tenured associate or full professor at UConn or UConn Health.
    2. Advanced degree (Ph.D., JD, MA, MS) in science, engineering, or a related area or the equivalent combination of education and experience.
    3. At least five years of academic administrative experience and a track record of securing extramural funding in national security-related, Department of Defense, or Energy-related research.
    4. Extensive knowledge of compliance principles and regulatory requirements that impact research in the areas of science and technology.
    5. Demonstrated experience working effectively with a diverse group of faculty, staff, students, and administrators.
    6. Demonstrated experience working with federal and industry partners and funding agencies.
    7. Excellent written and verbal communication skills.
    8. Must be eligible and willing to pursue Department of Defense “secret” security clearances and maintain that clearance for the duration of the role.

    PREFERRED QUALIFICATIONS 

    1. Experience leading a university unit (department, center/institute, college/school, etc.).  
    2. Experience working with government relations and lobbyists on state and federal priorities.

    APPOINTMENT TERMS 

    This is a full-time, 12-month, management-exempt position. Salary is commensurate with qualifications and experience.
