The State of Connecticut has entered into an agreement with the State Employees Bargaining Agent Coalition (SEBAC) that permits employees participating in the State Employees Retirement System (SERS) Tier I or Tier II Plan to “retire in lieu of layoff” if as of August 31, 2011 they had at least twenty-five (25) years of service and were under the age of fifty-five (55). This agreement covers all eligible state employees including individuals who are not represented by a union or covered by a collective bargaining agreement. Under the terms of the agreement, only SERS members who were under the age of fifty-five (55) and had twenty-five (25) or more years of service on or before August 31, 2011 are eligible to participate. Eligible SERS participants must irrevocably elect to retire and sign a stipulated agreement by May 1, 2013 and must retire no later than July 1, 2013 (Tier I members) or September 1, 2014 (Tier II members)
