    Furlough FY18

    Scope:

    Furlough for fiscal year 2018 applies to all regular payroll employees of UConn Health, including new hires during the year.  It does not apply to student payroll, special payroll, graduate assistants, residents, or per diem employees.

    Furlough Cost Recovery:

    Except for NP-5(1) employees, the value of 3 furlough days (prorated by FTE) will be deducted from each employee’s FY18 gross earnings.  Furlough reductions will appear in Self-Service Banner under earn code ‘402 – Furlough Cost Recovery’, and will also appear as a separate line item on the employee’s pay advice labeled ‘Furlough’.  Except for NP-3(2) employees that chose Option 2, the furlough value will be reduced from employees’ pay over 21 pay periods, from 8/18/2017 – 6/7/2018 (checks dated 9/14/2017 – 6/22/2018).

    Note (1) NP-5 (Police and Fire) employees:  Sick leave accrual rate will be reduced to provide 12 sick days instead of 15 over the next 12 months (26 pay periods).

    Note (2) NP-3 (AFSCME) employees have received separate communication regarding the choice to elect a furlough reduction over 21 pay periods (Option 1), or have pay reduced in the same pay period that the furlough time is taken (Option 2).  They must select an option by 8/31/17.  Option 1 is the default if no election is received.  Managers of NP-3 employees that elect Option 2 will be notified once the election period is complete.

    Recording Furlough Use:

    Furlough time off is equal to 3 days (prorated by FTE), where a day is defined by the standard hours of the bargaining unit or pay plan, not the employee’s shift length.  Furlough time off is to be scheduled with advance notice by employees and approval by management similar to vacation days.  Employee requests for furlough days off should not be unreasonably denied, however employee furlough day requests may be denied due to operational need.

    • For employees that record hours worked in Kronos (except NP-3 employees that chose Option 2):  Please record furlough time off as paycode ‘401 – Furlough’.

    • For NP-3 employees that elected Option 2:  Please record furlough time off as paycode ‘400 – Furlough Unpaid’.  Managers of NP-3 employees that elect Option 2 will be notified once the election period is complete.

    • For employees that do not record hours worked (faculty and postdocs):  Please communicate to your department administrator the furlough days off that were approved by your chair or PI.
