UConn recently shifted the administration of the Freedom of Information Act (FOI) to University Communications, operating in close collaboration with the Office of the General Counsel.
Senior Attorney Paul McCarthy leads the FOI management. McCarthy, a UConn alum, brings to the role a deep knowledge of the complexities of the university, having served as compliance counsel, providing senior leadership and analysis of regulatory issues. Prior to that, he served in the Division of Athletics and in UConn’s Office of the Attorney General. McCarthy is located in Lakeside Building and any employee who receives a request should contact McCarthy to ensure it is processed in accordance with the state’s FOI requirements.
The new location of FOI aligns with the predominant model at peer institutions. And, it will streamline the response process, which is a collaborative effort. University Communications spokespersons field the majority of FOI requests, largely from the media, and work to address those with the Office of the General Counsel and the Office of Audit, Compliance, and Ethics.
