  • 12/29 OMB Uniform Guidance - New Federal Requirements

    The Office of the Vice President for Research (OVPR) Sponsored Program Services shares an important message about new federal award requirements with the UConn research community. On December 19, 2014 the Office of Management and Budget (OMB) published new Cost Principles and Audit Requirements for Federal Awards.  This new “Uniform Guidance (UG)” consolidates, streamlines and supersedes the eight existing OMB Circulars.  Included in this new guidance are definitions, uniform administrative requirements (preaward & postaward), cost principles and audit requirements. The new guidance, which will affect all federally funded grants and contracts, became effective on December 26, 2014.

    The OVPR Sponsored Program Services created an UConn Principal Investigator Quick Guide that describes key changes for research award administration in the UG.  While much remains the same, there are a number of significant changes highlighted in the Quick Guide.  Examples include:

    • Requests for administrative support may be included in the proposal when the assistance is essential to the project
    • Financial and technical final reports must be submitted within 90 days of the project end date- federal payment systems will be “turned off on day 91”

    The Uniform Guidance combines Educational Institutions, State and Local Governments, Non Profits and Tribal Governments into one document for dealing with Federal Awards. The new document replaces OMB Circulars A-21, A-87, A110, A-122, A-89, A-102, A-133 and A-50.
