OVPR Sponsored Program Services and the Department of Human Resources have recently received a number of questions regarding the use of grant and contract accounts for the purpose of paying for pre-employment criminal background checks.
As an administrative cost, grant and contract accounts cannot be directly charged (used to pay for) the cost of conducting background checks. Departments must identify an unrestricted funding source to pay for criminal background checks.
