  • Cell Phones and Controllable Property

    The Inventory Control Office would like to remind departments that certain cell phones are considered Controllable Property. Controllable Property is defined as:

    Items with a cost under $5,000 that have a life of one or more years, and are sensitive, portable, and theft-prone in nature. These items are prone to theft because they are either not secured, are easily portable, contain new technology, contain sensitive data, and/or they are adaptable for personal use. 

    Certain cell phones, such as iPhones and other Smartphones, are similar to computers in that they can contain sensitive data. They are also easily portable, theft-prone, and are adaptable for personal use.

    Please note the following:

    • Any new cell phones meeting the description above will be tagged as controllable property before they are transferred from Telecommunications to the department purchasing the phone. An asset record will be created in KFS, it will be reported as controllable property, and will be subject to annual controllable property inventory requirements.
    • Departments who wish to have their existing cell phones tagged as controllable property should contact Inventory Control at InventoryControl@uconn.edu.
    • Departments who upgrade their cell phones should turn in their old phones to their department for reassignment or for surplusing. We recommend that any data on the phone is backed up onto a computer before turning in the old phone.
    • University-purchased cell phones are subject to the same surplusing requirements as all other University-owned property. Please see the University policy: Surplus Property Policy and Procedures.
    • If your department has any old cell phones that need to be surplused because they are no longer in use, the Inventory Control Office can assist in this process. Please contact us at InventoryControl@uconn.edu to arrange a pickup.
